Do I have to pay a fee to become a movie extra for Central Casting in NYC?

I’m interested in becoming a movie extra for this company, however I noticed that they have an OPTIONAL fee on their website for $25 just to take your picture. Is this legit? I’m a little confused because I always thought the legit companies don’t charge a fee. Can I just bring a photo of myself in and give it to them for free?

The fee is optional for those people who want them to take their picture (i.e., if you don’t already have a headshot).
